20+ workers: Grievance Redressal Committee constituted with equal employer/worker reps, ≤10 members, women representation in proportion. Rule 6
Works Committee: constituted within timeline of any s.3(1) order, ≤20 members, worker reps ≥ employer reps, meets every 3 months. Rule 5
300+ workers: Standing Orders certified or Model Standing Orders adopted; displayed at main entrance in Hindi, English, and local language. Rules 10, 16
Trade-union recognition: verification process initiated 3 months before existing recognition's expiry; verification officer cooperated with; voter list published. Rule 9
Protected workers: annual list received from each registered trade union by 30 April; recognition communicated within 15 days. Rule 39
Records electronic: registers, notices, display boards maintained electronically wherever feasible. Rule 47
Settlement memos: all settlements reached outside conciliation jointly filed with Deputy CLC (Central) + conciliation officer. Rule 4
Standing Orders register: own establishment's certified SO entry verified in Form III with certifying officer. Rule 17
Grievance applications: tracked, resolved within 30 days; unresolved escalated correctly to Conciliation Officer. Rules 7–8
Union representatives: in establishments with negotiating union/council, members nominated correctly to Works Committee & Grievance Committee. Rules 5–6
Annual return: Works Committee details included in unified annual return under OSH Code. Rule 5(20)
Authorisation forms: Form VI used for non-union worker representation; copy retained on file. Rule 41
Event-Triggered Compliance

Strike/Lock-out notice received: intimated to conciliation officer + CLC (Central) electronically within 5 days. Rules 25(3), 26(3)
Lock-out by employer: Form XII to all union secretaries; main-entrance display; portal upload; copy to conciliation officer + CLC + Secretary MoLE. Rule 26
Retrenchment (general, Ch. IX): Form XIII to Centre + Deputy CLC within 3 days of notice/payment/agreement; copy to worker. Rule 27
Re-Skilling Fund deposit: 15 days' last-drawn wages electronically transferred within 10 days of retrenchment. Rule 37(1)
Re-Skilling Fund details: list of retrenched workers + bank account details submitted to relevant CLC office. Rule 37(3)
Re-employment list: seniority list of retrenched workers posted at least 7 days before retrenchment date. Rule 28(1)
Vacancies (post-retrenchment): displayed 15 days before filling; intimation to retrenched workers (one-year window) by speed post or email. Rule 28(3)
Closure (general, Ch. IX): Form XIII at least 60 days prior; copy to unions / worker reps. Rule 29
Lay-off/retrenchment (Ch. X, 300+): Form XIV electronically; copy to worker simultaneously; main-entrance display. Rules 30, 33
Closure (Ch. X, 300+): Form XIV electronically at least 90 days prior; copy to worker reps. Rule 35
Change of service conditions (3rd Schedule): Form IV to affected workers; main-entrance display; portal upload; copy to union secretaries. Rule 19
Compounding notice received: Form XV Part III filed + amount deposited electronically within 15 days. Rule 38(2)
